Top 7 FAQs About Pressure Vessel Operating Permits

Pressure vessel operating permits (PVOPs) are required for the safe use and oversight of certain types of pressurized equipment. If your facility uses this kind of equipment, you may need a permit. 

We often get questions about pressure vessel permits, what they are, who needs one, and how to get one. Our safety officers have compiled the most common questions to help facility owners and operators understand their responsibilities. 

 

1) What is a pressure vessel operating permit? 

A pressure vessel operating permit is required in British Columbia to operate certain pressurized equipment. This permit ensures that regulated pressure vessels are operated and maintained in accordance with the Boiler, Pressure Vessel and Refrigeration (BPVR) Regulation. 

The permit helps us confirm that the equipment in use is being properly managed, maintained, and inspected to prioritize safe operation. 

 

2) Who needs a pressure vessel operating permit? 

If you're an owner, operator, or manager of a facility with regulated pressure equipment, you're likely required to hold a PVOP. This applies to many common systems, including: 

      • Air compressor tanks 
  • Compressed air receivers 
  • Air dryers with pressure vessels 
  • Expansion tanks 
  • CO tanks operating above 15 psi 

If you're unsure whether your equipment is regulated, it's a good idea to consult with a licensed contractor or Technical Safety BC. 

 

3) Who is responsible for getting the permit? 

The facility owner or operator is responsible for obtaining the permit. That means if your site houses the equipment, even if it's leased, you need to ensure that proper permits are in place. 

Like with electrical systems, it’s your responsibility to make sure your pressure vessels are being operated and maintained safely and legally. 

 

4) What happens if I operate pressure equipment without a permit? 

Operating regulated pressure equipment without a PV permit is a violation of the BPVR Regulation and may result in: 

  • Enforcement actions 
  • Fines or penalties 
  • Increased liability 
  • Potential safety hazards 

Running equipment without a permit also puts staff and property at risk, since the equipment hasn’t been reviewed for compliance. If permit requirements aren’t met, there could be issues with insurance coverage if something happens involving your pressure vessel system. 

 

5) I already have an electrical operating permit, do I still need a PV permit? 

Yes. Pressure vessel operating permits and electrical operating permits are separate and governed by different regulations. 

Even if both types of equipment are in the same building, each must be permitted appropriately. 

 

6) Not sure if your equipment requires a permit? 

If you’re unsure whether your pressure equipment needs a PVOP, consult a licensed contractor or contact Technical Safety BC directly. It's always better to ask questions up front than risk non-compliance later. 

 

7) How do I apply for a pressure vessel operating permit? 

You can apply online through the Technical Safety BC website. 

  1. When you are ready, submit a notification for your regulated pressure vessel(s) our online form 
  2. Once you have submitted, our team will review the information and follow up if anything else is needed.  
  3. After your application is approved and payment has been made, you’ll be able to manage your permit through your online account
